Zagreb, Croatia -- The Donji Grad or Lower Town includes one of the best examples of late 19th century urban planning. It's nicknamed "Lenuci's Horseshoe" after its creator, the urban planner Milan Lenuci. The good news was that Zagreb planned its growth and channeled lovely public buildings into a harmonious collection. The bad news is that the cash-poor Tito regime let many of these buildings deteriorate. The result, an impressive area both upscale and shabby.
